Estate Ranger Service

Since January 2004 The Estate Rangers have worked in partnership with the ASB team and other organizations to reduce the level of antisocial behaviour on council owned estates throughout the borough. As part of the housing team the Estate Rangers are able to give advice and help victims of antisocial behaviour that live on council Estates both as tenants and owner-occupiers. If the matter involves owner-occupiers or private tenants the complainant is advised to contact the ASB team, environmental health or Police.

Despite the success of the service many cases of antisocial behaviour go unreported because of fears of repercussions. Confidentiality is the key word for this service and our officers do everything that they can to ensure the confidentiality of victims of antisocial behaviour and to date there have been no reports of intimidation of victims or witnesses of antisocial behaviour as a result of our officers involvement.

The Estate Rangers work flexibly between 0800hrs and 2200hrs and are able to look into reported A.S.B that occurs during the evenings when a housing officer would not normally attend. Flexible working enables the ERS to visit complainants who may work during the day and are otherwise unable to talk to the local authority about their problems.

The Council currently have access to a formal mediation service offered by the Estate Rangers. The mediation processes is confidential and is offered in less serious situations where there is no clear victim or perpetrator.   • Action can only be taken when the problems caused occur in the locality of the tenant’s home.
  • The Council will try to act where there is evidence of a clear nuisance that interferes with someone’s quality of life. In more serious matters of violence, assault or harassment the Council would expect the complainant to also report the matter to the Police.
