Rights of Way Improvement Plan (ROWIP)
The County Borough Council has produced a Draft ROWIP which sets
out the Council’s aim to improve public access to the countryside
in Neath Port Talbot over the period 2008 to 2018. The plan has
been prepared under the provisions of the Countryside and Rights of
Way act 2000, and it describes the existing opportunities for
gaining access to the countryside in the Neath Port Talbot area.
The document explains how the Council manages the network of public
rights of way, and how it works with partner organisations to
manage other means of access to the countryside. The draft plan
sets out policies and proposals for improving and promoting
countryside access over the next ten years, and a copy of the
document is available to download below.
The ROWIP will be accompanied by an annual action plan which
will be reviewed and updated each year. The format of the annual
action plan is provided in Appendix 4 of the draft ROWIP.
Public consultation has been a key part of the process of
developing the ROWIP. It has been discussed regularly at the Neath
Port Talbot Local Access Forum, which comprises representatives of
public user groups as well as local landowning interests. The views
of local residents and visitors to the area are very important, and
all comments received will be considered before the ROWIP is
finalised. The consultation period will run for twelve weeks from
the 31st of March 2008.
