Council Facilities

Public Toilets

On Monday, July 13th, a number of Council run public toilets will reopen. There will be amended opening hours and increased cleaning regimes in place.

The toilets reopening on July 13th are:

  • Aberavon Seafront (Main) (8.30am-6.30pm),
  • Afan Forest Country Park (During Opening hours).
  • Angel Falls (8am – 6pm),
  • Gnoll Country Park (During Opening hours),
  • Margam Country Park (During opening hours)
  • Pontardawe (8am – 6pm),
  • Port Talbot Bus Station (New opening times 8am – 6pm),
  • Resolven (7.30am-6.30pm),
  • Victoria Gardens, Neath (8am – 6pm),

As the toilets do not have permanent attendants, people are urged to take responsibility for their own wellbeing and to adhere closely to signs and floor markings which will be in place

Council's Civic Buildings

  • All civic centres (Neath Civic Centre, Port Talbot Civic Centre and the Quays) are closed to the public from Monday 23rd March.
  • Specific arrangements are being made for those residents who need a face to face service.


  • The 18 council owned parks are to reopened on Thursday 4th June with safety measures in place 
  • Children's playgrounds will reopen on July 27th, with important changes in place
  • Visitors to the re-opened parks will be requested to stick closely to social distancing measures
  • Signs reminding park users of safety precautions will be placed on all access gates
  • Visitors will be reminded of the need for hand washing/sanitising before and after visiting and to refrain from touching surfaces likely to have been touched by others.
  • Margam Park will be opening from 11.00am, this will allow park gardeners to move out of public areas. Normal opening hours at Gnoll Country park

Aberavon Beach

  • We will be enforcing the Aberavon beach dog walking restriction from Monday 8th June.
    This prevents dogs from entering a designated part of the beach and requires dogs to be on a lead at all times. Dog owners can be fined for failing to follow the order. 
  • If you're visiting Aberavon beach , remember your social distancing - stay at least 2m/6 feet from everyone else! We’re urging everyone to follow Public Health Wales guidance to help stop the spread of #Coronavirus.
  • We have arranged for signs to be placed along Aberavon seafront and we will be mobilising a loud speakerphone to remind residents about social distancing.


Following new Welsh Government advice, all Neath Port Talbot owned cemeteries plus Margam Crematorium will be re-opened to the public from Thursday 30th April for visits to graves and memorials.

Public Rights of Way

  • Given the introduction of the new regulations (Health Protection (Coronavirus Restrictions) (Wales) Regulations 2020), we have closed a small number of Public Rights of Way during the emergency period, a list of which can be found here.
  • The list of closed paths will be kept under review throughout the period that we are required to maintain social distancing.

Advice on areas to visit/ exercise

  • We are unable to offer advice on appropriate areas to exercise outside of your garden during this period of social distancing, as in doing so we would be increasing risk of exposure for people already making use of these areas.
  • We ask that you follow the government guidelines and make minimal use of areas within close proximity to your house.



Neath Port Talbot’s three main libraries (Neath, Pontardawe and Port Talbot) are reopening on Monday, June 22nd with a restricted “Call and Collect” service allowing users to order and pick up books/audiobooks by appointment. More details


The Pontardawe Arts Centre, the Gwyn Hall and the Princess Royal Theatre have shut temporarily from Tuesday 17th March 2020 in line with Government advice on “social distancing”.

Youth clubs

All youth club activity has been suspended as have adult learning courses. We will seek to maintain adult learning through digital channels where possible.​

Leisure centres

All leisure centres are closed.


  • In line with the UK Government's announcement on 23rd March all weddings have been stopped to ensure compliance with the Government’s instruction to stay at home.

  • Funerals are restricted to immediate family because of the need to maintain social distancing.
