Delivery Agreement

Under section 63 of the 2004 Planning and Compulsory Purchase Act, the Council must produce and agree with the Welsh Government a Delivery Agreement (DA).

The Delivery Agreement:

  • sets out the timetable for producing the RLDP
  • identifies the key stages and the resources the Council will commit to developing the RLDP and
  • includes a Community Involvement Scheme (CIS). This sets out how and when stakeholders and the community will be included in the plan preparation process.

Since the start of the Review, the Covid-19 pandemic has had significant implications for setting the timetable for the RLDP.

On 18th March 2020, the Welsh Government issued a letter to all Local Planning Authorities (LPAs) acknowledging the impact of Covid-19 on the plan preparation process, with the letter confirming that ‘…those LPAs who are currently, or are about to consult on a draft Delivery Agreement, should give careful consideration to the formal start date of LDP preparation. The exceptional circumstances may mean that the commencement of plan preparation may have to be postponed for several months to enable effective engagement in the process, as set out in the CIS and DA’.

Whilst work started on the preparation of the Draft DA, the CIS and the timetable for the RLDP in 2020, it hasn’t been possible to complete a consultation draft DA until 2021.

Draft Delivery Agreement Consultation 2021

Neath Port Talbot Council is currently seeking views on the Replacement Local Development Plan (RLDP) Draft Delivery Agreement. The consultation runs for a 6 week period starting from mid-day (12 noon) on Monday the 16th August, 2021. The deadline for comments is mid-day (12 noon) on Monday the 27th September, 2021. Representations received after the deadline will not be accepted.
