Neath Port Talbot County Borough Council &  Margam Crematorium Joint Committee

Regulation 10(1) of the Accounts and Audit (Wales) Regulations 2014 (as amended) requires that Responsible Financial Officer to sign and date the statement of accounts, and certify that it presents a true and fair view of the financial position of the body at the end of the year to which it relates and of that body's income and expenditure for that year. The Regulations required that this be completed by 31 May 2023.

Regulation 10(2) of the Accounts and Audit (Wales) Regulations 2014 (as amended) requires that following the certification by the Responsible Financial Officer referred to above, approve and publish the audited statement of accounts. The Regulations required that this be completed by 31 July 2023.

The 2022/23 statutory deadlines are shown below together with extended deadlines provided by Welsh Government.

The Unaudited Statement of Accounts were signed and certified by the Chief Finance Officer on 26 May 2023.  Due to the impact of the pandemic, the Council has elected to work within the extended deadlines for completion of the Audited Statement of Accounts.

Neath Port Talbot Council - Audit of Accounts

NOTICE is hereby given pursuant to Sections 29 to 31 of the Public Audit (Wales) Act 2004 (and as further specified in the Accounts and Audit Regulations 2014) that from 8th June 2023 to 5th July 2023 between the hours of 10.00 a.m. and 4.00 p.m., Monday to Friday, any person interested may inspect and make copies of the Accounts of the above named Authority for the year ended 31st March, 2023 and all books, deeds, contracts, bills, vouchers and receipts relating to hereto.

To make arrangements to inspect the accounts for the Authority for the year ended 31 March 2023 please contact on 01639 763716 or e-mail closing@npt.gov.uk

On or after 6th July 2023 at 10.00 a.m., the Appointed Auditor, Gillian Gillett, Audit Wales, 24 Cathedral Road, Cardiff, CF11 9LJ via email gillian.gillett@audit.wales at the request of any local government elector for the area to which the Accounts relate, will give the elector or his representatives an opportunity to question him about the Accounts and such elector or his representative may attend before the Appointed Auditor and make objections to any of the Accounts. Any such objections must be preceded by written notice thereof and of the grounds of objection to both the Appointed Auditor, on gillian.gillett@audit.wales, and the County Borough Council on closing@npt.gov.uk

Margam Crematorium Joint Committee - Audit of Accounts

Police and Crime Commissioner - Accounts and Audit (Wales) Regulations 2014

Audit notice where Responsible Finance Officer unable to certify the accounts because the accounts are being prepared in accordance with revised deadlines issued by Welsh Government.

Regulation 10 (2) & (3) of the Accounts and Audit (Wales) Regulations 2014 (as amended) require that the Chief Financial Officer of the Police and Crime Commissioner sign and date the Police and Crime Commissioner’s final Statement of Accounts, along with any opinion given by the auditor, and certify that they present a true and fair view of the financial position of the Police and Crime Commissioner at the end of the year to which they relate and of the Police and Crime Commissioner’s income and expenditure for that year. The Regulations require that this be completed by 31 July 2023.

The Chief Financial Officer to the Police and Crime Commissioner has not signed and certified the final accounts for the year ended 31 March 2023. The Police and Crime Commissioner for South Wales will publish his final Statement of Accounts on or before 30 November 2023, once Audit Wales concludes its audit and provides an opinion of the same.

South Wales Police Audit of Accounts

Notice is hereby given that pursuant to Sections 29 and 30 of the Public Audit (Wales) Act 2004 (and as further specified in the Accounts and Audit (Wales) Regulations 2014):

  1. From 11 August 2023 to 8 September 2023 inclusive between 10:00 a.m. and 5:00 p.m. (Monday to Thursday only) and 10:00 a.m. and 4:00 p.m. (Friday only) any person interested, on application to the Finance Department, Police Headquarters, Cowbridge Road, Bridgend may inspect and make copies of both the Police and Crime Commissioner’s accounts and South Wales Police Chief Constable’s accounts for the year ended 31 March 2023 and all books, deeds, contracts, bills, vouchers and receipts relating thereto.  In order to assist us to make appropriate arrangements, it would be helpful if any interested person could inform us in advance that they intend to inspect the accounts and documents.
  2. On or after 9:00 a.m. on 11 September 2023,  Adrian Crompton, the Appointed Auditor of 24 Cathedral Road, Cardiff, CF11 9LJ will give at Police Headquarters, Cowbridge Road, Bridgend CF31 3SU (and subsequently until such time as the Auditor certifies completion of the Audit) at the request of any local government elector for the area to which such accounts relate, or his/her representative, an opportunity to question him about the accounts and any such elector or his/her representative may attend before the Auditor and make objections:
    1. as to any matter in respect of which the Auditor could take action under Sections 17 or 18 of the Act (namely, an unlawful item of account, failure to bring a sum into account, or a loss or deficiency caused by wilful misconduct); and
    2. as to any matter in respect of which the Auditor could make a report in the public interest under Section 22 of the Act.
  3. No such objections may be made unless the Auditor has previously received written notice of the objection and the grounds on which it is to be made; and that a copy of such notice is sent to the undersigned
