Housing Strategy

“Our vision is that Housing in Neath Port Talbot will be appropriate, affordable, of good quality, in sustainable communities, offering people choice and support if they need it".

Everyone wants a home that they can afford, that is safe, warm and secure, that meets their needs whether that be owned or rented and is in an area where they want to live and are supported to do so.
The Housing Strategy Section has a wide range of functions including Policy Development - which provides the strategic planning role for the housing service.  This involves the development and publication of the Local Housing Strategy and incorporates a Local Housing Market Assessment which identifies the need for Affordable Housing.

The Local Housing Strategy (2015-2020) sets out a locally agreed vision for addressing the housing needs of its citizens over the forthcoming years - both Private Sector Housing (eg. Private Rented, Owner Occupier) and Public Sector (e.g. Housing Association).

The Strategy includes highlighting the needs for more Affordable Housing and seeks to increase the Supply and Accessibility in the right areas of the Borough.  The Strategy also aims to improve the Quality of Housing Stock and to ensure that Housing Support is available to those who need it.

Housing Allocation Policy (Shared lettings Policy)

The Council transferred its housing stock to NPT Homes in March 2011, however, the Council retains a number of statutory obligations. One of these is the requirement for the Council to formulate, adopt and amend an allocation scheme. Neath Port Talbot County Borough Council and NPT Homes have adopted a Shared Lettings Policy which sets out the process which applies to the allocation of rented accommodation owned by NPT Homes and how applications for accommodation would be assessed. Whilst there is no statutory requirement to maintain a Housing Register, it is practical to keep a waiting list of applicants through a register of applications The Housing List or Register which is contained in the Shared Lettings Policy will be held and administered by NPT Homes on behalf of Neath Port Talbot County Borough Council. The Council has agreed that NPT Homes will administer the Housing Register as part of the stock transfer agreement.

The Shared Lettings Policy sets out the policy and procedures for accessing affordable housing through the waiting list and contains the policy adopted by both partners for choice based lettings.

The policy itself is currently being translated into Welsh.
