This web-site contains the first Wales Policy and Procedures for the Protection of Vulnerable Adults from Abuse.

The Policy and Procedures is intended to guide the safeguarding work of all those concerned with the welfare of vulnerable adults employed in the statutory, third (voluntary) and private sectors, in health, social care, the police and other services.

The Policy and procedures was commissioned by the chairs of the four regional Adult Protection Fora in Wales to replace four regional versions. Representatives of the Fora, plus the Police, came together to identify and draw together into one document the best of the existing four and to update and refine the available material.

The implementation date for the new Policy and Procedures for all Statutory Bodies across South Wales was set for the 1st April 2011.

The previous South Wales Adult Protection Forum Inter – Agency Policy & Procedures for Responding to Alleged Abuse and Inappropriate Care of Vulnerable Adults in South Wales and the supplementary referral documentation and practice guidance ceased to be effective from this date.

Examples of the new standardised inter-agency documentation (VA1, 2 & 3) together with guidance for their completion can be found in the Forms and supporting guidance page of this web site.

These documents are primarily used by Social Services, Health sector agencies and South Wales Police to facilitate the ‘referral’ and ‘decision-making’ processes. It should be noted that other caring/support agencies in the voluntary and independent sector can also utilise the VA1 form to make ‘referrals’ to the Social Services or if appropriate Health.
