Concessionary Travel Bus Pass

The scheme allows women and men aged 60 or over and disabled people of all ages, who are resident within Neath Port Talbot County Borough, to travel free on registered local bus services, within Wales.

Is Yours Valid?

There are 3 types of Bus Passes:-

  1. Older Person's Bus Pass
  2. Disabled Person's Bus Pass
  3. Disabled with Companion Bus Pass

Older Person's Bus Pass (60 years of age and over)

If you are a person aged 60 and over, you will automatically qualify.  You will need to provide one of the following as proof of your age :-

  • Birth Certificate
  • Current Driving License
  • Current Passport
  • State Retirement Pension Letter

Disabled Person's Bus Pass

This criteria is divided into two categories, automatic and discretionary.

Automatic:

  • Has a disability/suffered an injury which has a substantial long term affect on ability to walk, confirmed with the following:
    • High Rate Mobility Component of Disability Living Allowance
    • Personal Independent Payment (PIP)
      • Planning and Following a Journey  -  Category F  -  12 Points
      • Moving Around                               -  Category C  -    8 Points
      • Moving Around                               -  Category D  -  10 Points
      • Moving Around                               -  Category E  -  12 Points
      • Moving Around                               -  Category F  -  12 Points
    • Holds a Valid Blue Badge
      In receipt of War Pensioners Mobility Supplement
    • Valid Blue Badge Holder
    • War Pensioners Mobility Supplement
    • Armed Forces Compensation Scheme - Tariff 1-8
  • Seriously Injured Service Personnel/Veteran.(Awarded lump sum payment under AFCS Scheme Tariffs (1-8 most serious) / meets eligibility criteria for scheme)
    • Holds a Valid Blue Badge
    • Seriously Injured Service Personnel/Veteran.
      (Awarded lump sum payment under AFCS Scheme Tariffs (1-8 most serious) / meets eligibility criteria for scheme
       
  • Registered Blind (is blind or partially sighted), confirmed with:
    • Certificate of Vision Impairment from Consultant Ophthalmologist
    • Evidence from and Eye Specialist e.g Optometrist
  • Profoundly or Severely Deaf confirmed with:
    • Registration Document
    • Report from Aural Specialist
  • Without Speech confirmed with:
    • Applicant's are required to provide evidence from Sensory Support
  • Does not have Arms/Long Term Loss of Use of Both Arms confirmed with:
    • Applicant's are required to provide evidence
  • Has a Learning Difficulty that is a State of Arrested or Incomplete Development of Mind which includes Significant Impairment of Intelligence and Social Functioning confirmed with: 
    • Applicant's are required to provide evidence
  • Would have a Motor Vehicle Licence Application Refused for Physical Fitness confirmed with:
    • Letter from the DVLA
    • Independent Medical Professional

Discretionary:

If you do not meet any of the above automatic criteria you can be considered under the discretionary criteria, which is :-

  • The disability should be permanent, have lasted or likely to last at least 12 months and have a substantial affect on a person's ability to carry out normal daily activities confirmed with: 
    • Applicant's will be assessed and will be required to provide supporting Independent Medical Evidence (not from a G.P)

Disabled with Companion Bus Pass

A person is eligible to receive a companion pass where medical opinion advises that they are unable to make a journey alone by public transport.

How do I Apply?

  • Visit one of our One Stop Shops, in person at Neath or Port Talbot Civic Centres 

Information required for all eligible applicants :-

  • National Insurance Number
  • Proof of Address - all applicants (one of the following):
    • Council Tax Bill
    • Utility Bill
    • Bank Statement
  • Proof of Identity - all applicants / Age - 60 years and over only (one of the following):
    • Passport
    • Driver's Licence
    • Birth Certificate
    • State Retirement Pension Letter
  • One recent passport photo
    • Photos can be taken at the One Stop Shop for a fee of £5.00

How do I replace a lost, stolen or damaged Bus Pass?

To replace a lost, stolen or damaged bus pass, please either:

  • Telephone Neath Port Talbot Council on 01639 686868
  • Visit one of the One Stop Shops
  • A Replacement Bus Pass will incur a fee of £5.00
