Privacy statement – NPT News

Neath Port Talbot County Borough Council (the Council) is a unitary authority based in Wales, UK. The following explains how we use your personal information for the NPT News e-newsletter (NPT News).

Why do we hold personal information?

By subscribing to NPT News you are giving your consent (in line with Condition 1 of Schedule 2 of the Data Protection Act 1998 and Article 6[1][a] of the General Data Protection Regulation 2016) for the Council to send NPT News to your email inbox each time a new edition is published (this could be between one and four times per month). The Council will not use your information for any other purpose.

The Council keeps personal information about you to enable us to do this:

• Your first name/business name, or name you would like us to call you by, so that we can personalise our emails to you
• Your email address, so that we can send NPT News straight to your email inbox
• Your language preference of English, Welsh or our bi-lingual version, so that we can send NPT News to you in your preferred language
• Your postcode, to help us know what areas our readers come from and so that we can send you any special editions that might focus on news from your area in the future.

How do we store information and who is responsible for it?

When using your personal information, Council employees have a duty of care to you. This includes respecting your right to confidentiality and making sure that we use information in line with the consent you have given.

Neath Port Talbot Council’s Data Protection Officer is the Council’s Head of Legal Services whose address is Legal Services Section, Civic Centre, Port Talbot SA13 1PJ.

We use an Email Service Provider called Email Blaster to process our data for NPT News. The NPT News email distribution list and subscriber information is stored on Email Blaster’s servers in their Tier 4 specification data centre based in Milton Keynes (Tier 4 means it adheres to the highest levels of security). All data is stored inside the UK and will not be stored or exported overseas. Therefore, it is covered by the protection of UK law, such as the Data Protection Act 1998.

Email Blaster is a trading name of JC Peters Ltd. based in Silverstone, Northamptonshire. The company owns its own servers, network and IT infrastructure.

Who do we share this information with?

If you subscribe to NPT News, the Council will use an Email Service Provider called Email Blaster to store your details. Email Blaster is not managed by the Council and is based in the UK, with data stored on servers located in Milton Keynes, so it is covered by the protection of UK law. The Council and Email Blaster will never pass your email address or details to anyone else, except in order to meet legal requirements (including complying with court orders).

We are periodically required to provide information to council and cabinet meetings to evaluate NPT News. When we do this we will make the information anonymous. This means it will not include anything that could be used to identify you - such as your name and address, but will include details about our subscribers in general, such as, the number of subscribers to NPT News, the geographical range of subscribers, how many people click through on particular articles, the percentage of subscribers for English and Welsh versions etc.

Email Blaster

Email Blaster, will not copy, modify, or pass the NPT News email lists or email content (in part or in total) to a third party. Email Blaster does not collect or use any of the Council’s subscriber information for their own purposes. Any data which the Council imports into Email Blaster is kept private and belongs to the Council.

Your personal information rights

You have the right to:

• Ask if we hold personal information about you
• Ask what we use the information for
• Receive a copy of the information we hold
• Know whether we reveal your personal information to other people or organisations
• Ask us to correct any incorrect data we hold
• Ask for your data to be deleted at any time

We will respond to your requests promptly.

Retention Period

We will keep and use your personal information for as long as you remain a subscriber to NPT News. We will review this periodically and will send a message to everyone on our distribution list on 31/3/2021 to ask whether you still wish to receive our newsletters.
