Off Street Parking Places (Amendment) Order 2023
NOTICE is hereby given that Neath Port Talbot Council on the 21st day of November 2023 made an amendment to the Neath Port Talbot County Borough Council (Off-Street Parking Places) Order 2021 made on 9th March 2021, the effect of which is as set out in the schedule below.

If any person wishes to question the validity of the Order or of any of its powers on the grounds that it or they are not within the powers conferred by the Act or that any requirements of the Act or of any instrument made under the Act has not been complied with, that person, may, within 6 weeks from the date on which the Order is made, apply for that purpose to the High Court.
Schedule - Amendment to Neath Port Talbot County Borough Council (Off-Street Parking Places) Order 2021
The Schedule in the Neath Port Talbot County Borough Council (Off Street Parking Places) Order 2021 (hereinafter referred to as the “Principal Order”) is hereby replaced and substituted with the Schedule set out in this Notice and the aforesaid “Principal Order” will hereinafter be read and construed accordingly.
The Neath Port Talbot County Borough Council (Off Street Parking Places) (Amendment) Order 2022 is hereby revoked.

Prohibition of Waiting, Loading or Unloading At Any Time Order 2023
NOTICE is given that the Council on the 21st November 2023 made an Order in pursuance of its powers as contained in Sections 1 and 2 of the Road Traffic Regulation Act 1984 the effect of which is as set out in the Schedule below.

The Neath Port Talbot County Borough Council in exercise of their powers under Sections 1 and 2 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and of all other powers them enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby make the following Order: -
- This Order shall come into operation on the 27th November 2023 and may be cited as the “Neath Port Talbot County Borough Council (Gwernant and Y Clos, Cwmllynfell) (Prohibition of Waiting, Loading or Unloading at Any Time) Order 2023”.
- .
- In this Order –
- “Public Service Vehicle” shall have the same meaning as in Section 1 of the Public Passenger Vehicles Act 1981 and “local service” shall have the same meaning as in Section 1 of the Transport Act 1985;
- “Universal Providers” means those operators of postal services who are licensed to provide all or part of a Universal Postal Service under the provisions contained in the Postal Services Act 2000.
- Except where otherwise stated, any reference in this Order to a numbered Article or Schedule is a reference to the Article or Schedule bearing that number in this Order.
- The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the Interpretation of an Act of Parliament.
- In this Order –
- Save as provided in Articles 4 and 5 of this Order, no person except on the direction of a Police Constable in uniform or a Parking Attendant shall cause or permit any vehicle to wait load or unload at any time on the lengths of sides of roads set out in the Schedule of this Order.
- Nothing in Article 3 shall render it unlawful to cause or permit any vehicle to wait on the lengths of sides of roads specified therein for so long as may be necessary to enable: -
- A person to board or alight from a vehicle;
- The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely: -
- Building, industrial or demolition operations;
- The removal of any obstruction to traffic;
- The laying, erection, alteration or repair in or on land adjacent to the said lengths of sides of road of any sewer or any main pipe or apparatus for the supply of gas, water or electricity or any telecommunications apparatus defined in the Telecommunications Act 1984;
- The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a Local Authority or a Water Authority in pursuance of statutory powers or duties;
- The vehicle to be used by a Universal Service Provider for the purpose
of delivering or collecting postal packets; - Public Service Vehicles operating a local service when waiting at an authorised bus stop to set down or pick up passengers, or to school buses;
- The vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said length of road.
- The prohibitions imposed by Article 3 of this Order shall not apply to Police, Fire, Ambulance or other Emergency Service vehicles or to Local Authority vehicles when in pursuance of statutory duties or powers.
(Revocation) and (30mph Speed Limits) Order 2023
NOTICE is given that the Council on the 16th November 2023 made an Order in pursuance of its powers as contained in Section 84 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 the effect of which is as set out in the Schedule below.

The Order will come into force on the 24th November 2023.
If any person wishes to question the validity of the Order or of any of its powers on the grounds that it or they are not within the powers conferred by the Act or that any requirements of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for that purpose to the High Court.
Schedule 1 - Revocation
To revoke any speed limit orders in so far as it relates to the length of roads set out in Schedule 2 of this Order
Schedule 2 - Proposed 30mph speed limit
2.1 A4063 Pen Y Bryn/Maesteg Road
From a point approximately 40 metres in a southerly direction from its junction with Brynheulog Road for a distance of approximately 1062 metres in a north easterly then northerly direction.

- This Order shall come into operation on the 24th day of November 2023 and may be cited as the “Neath Port Talbot County Borough Council (A4063 Pen Y Bryn/Maesteg Road, Croeserw, Cymmer)(Revocation)(30mph Speed Limit) Order 2023".

- No person shall cause or permit any vehicle to be driven at a speed in excess of 30 miles per hour on the length of road specified in the Schedule of this Order.

- Save as provided in Articles 6 (B) (C) (D) (F), 7 and 8 of this Order, no person shall cause or permit any vehicle to proceed or be driven across those sides of lengths of roads set out in Schedule 2 of this Order.
- Nothing in Article 4 and 5 shall render it unlawful to cause or permit any vehicle to wait on the lengths and sides of roads specified therein for so long as may be necessary to enable:-
- a person to board or alight from the vehicle
- the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely:-
- building, industrial or demolition operation;
- the removal of any obstruction to traffic;
- the laying, erection, alteration or repair in or on land adjacent to the said side of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in the Telecommunications Act 1984;

- The prohibitions imposed by Article 4 and 5 shall not apply to Police, Fire, Ambulance or other Emergency Service vehicles or to Local Authority vehicles when in pursuance of statutory duties or powers.
- The prohibition imposed by Article 5 of this Order shall not apply to vehicles proceeding or being driven across those sides of lengths of roads set out in Schedule 2 to this Order for the purposes of obtaining access to land or premises situated on, under or abutting those lengths of roads or for the conveyance of persons or goods to or from any premises situated on or adjacent to those lengths of road.

- the vehicle to be used by a Universal Service Provider for the purpose of delivering or collecting postal packets;
- Public Service Vehicles operating a local service when waiting at an authorised bus stop to set down or pick up passengers, or to school buses;
- For or in connection with mechanical road cleansing or mechanical refuse collection.
- The prohibitions imposed by Article 4 and 5 shall not apply to Police, Fire, Ambulance or other Emergency Service vehicles or to Local Authority vehicles when in pursuance of statutory duties or powers.
- The prohibition imposed by Article 5 of this Order shall not apply to vehicles proceeding or being driven across those sides of lengths of roads set out in Schedule 2 to this Order for the purposes of obtaining access to land or premises situated on, under or abutting those lengths of roads or for the conveyance of persons or goods to or from any premises situated on or adjacent to those lengths of road.

- No person shall cause or permit any vehicle to make a right turn manoeuvre from Clos Olympaidd onto The Princess Margaret Way as set out in Schedule 3 of this Order.
- Nothing in Article 5 of this Order shall render it unlawful to cause or permit a Disabled Person’s Vehicle which displays in the relevant position a Disabled Person’s Badge and a parking disc (on which the driver, or other person in charge of the vehicle, has marked the time at which the period of waiting began) to wait on the lengths of sides of roads referred to in the Article for a period not exceeding 3 hours (not being a period separated by an interval of less than 1 hour from a previous period of waiting by the same vehicle on the same length of side of road on which that vehicle had previously been waiting).

- The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a Local Authority or a Water Authority in pursuance of statutory powers or duties;
- The vehicle to be used by a Universal Service Provider for the purpose of delivering or collecting postal packets;
- Public Services Vehicles operating a local service when waiting at an authorised bus stop to set down or pick up passengers, or to school buses;
- The vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said length of road.
- Nothing in Article 5 of this Order shall render it unlawful to cause or permit any vehicle to wait on the length of side of road specified therein for so long as may be necessary to enable goods to be loaded and unloaded from the vehicle.
- The prohibitions imposed by Article 4 and 5 of this Order shall not apply to Police, Fire, Ambulance or other Emergency Service vehicles or to Local Authority vehicles when in pursuance of statutory duties or powers.

Statement of reason
The orders and scheme are necessary to prevent indiscriminate parking practices and reduce vehicular speeds in the interest of road safety.
NOTICE is given that the Council intends to make an Order under Sections 1, 2 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and of all other powers them enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, the effect of which is as set out in the Schedule below.

The Neath Port Talbot County Borough Council in exercise of its powers under Sections 1 and 2 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and of all other powers them enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby make the following Order:-
- This Order shall come into operation on the 2024 and may be cited as the “Neath Port Talbot County Borough Council (B4603 Ynysmeudwy Road and Clos Nant Ddu, Pontardawe) (Prohibition of Waiting, Loading or Unloading at Any Time) Order 2024”.

- In this Order –
- “Public Service Vehicle” shall have the same meaning as in Section 1 of the Public Passenger Vehicles Act 1981 and "local service” shall have the same meaning as in Section 1 of the Transport Act 1985;
- “Universal Providers” means those operators of postal services who are licensed to provide all or part of a Universal Postal Service under the provisions contained in the Postal Services Act 2000.
- Except where otherwise stated, any reference in this Order to a numbered Article or Schedule is a reference to the Article or Schedule bearing that number in this Order.
- The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the Interpretation of an Act of Parliament.
- In this Order –
- Any existing Orders (if any) are hereby revoked only in so far as they relate to the sides and lengths of roads set out in the Schedule of this Order.
- Save as provided in Articles 5 and 6 of this Order, no person except on the direction of a Police Constable in uniform or a Parking Attendant shall cause or permit any vehicle to wait, load or unload at any time on the lengths of sides of roads set out in the Schedule of this Order.
- Nothing in Article 4 shall render it unlawful to cause or permit any vehicle to wait on the lengths and sides of roads specified therein for so long as may be necessary to enable: -
- A person to board or alight from a vehicle;
- The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely: -
- Building, industrial or demolition operations;
- The removal of any obstruction to traffic;
- The laying, erection, alteration or repair in or on land adjacent to the said lengths of sides of road of any sewer or any main pipe or apparatus for the supply of gas, water or electricity or any telecommunications apparatus defined in the Telecommunications Act 1984;
- The vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a Local Authority or a Water Authority in pursuance of statutory powers or duties;
- The vehicle to be used by a Universal Service Provider for the purpose of delivering or collecting postal packets;
- Public Service Vehicles operating a local service when waiting at an authorised bus stop to set down or pick up passengers, or to school buses;
- The vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said length of road.
- The prohibitions imposed by Article 4 shall not apply to Police, Fire,
