(Revocation) and (30mph Speed Limit) Order 2023

Statement of Reason

The Order is necessary to maintain the existing speed limit of 30 mph on selected strategic roads within the borough after the Welsh Government has passed legislation to implement a 20mph default speed limit in urban areas nationally throughout Wales in the interest of road safety.

The Council as Local Highway Authority considers that this road is a strategic route with higher volumes of daily traffic compared to urban residential streets and as such does not meet the criteria or the nature of a road with a speed limit of 20 mph.

The Council considers that the existing 30 mph speed limit is an appropriate speed limit in order to maintain a reasonable traffic flow on higher traffic volume strategic routes.

NOTICE is hereby given that the Neath Port Talbot County Borough Council in pursuance of its powers as contained in Section 84 of the Road Traffic Regulation Act 1984 intends to make a Speed Restriction Order the general effect of which is set out in the Schedule below.

Any objections should be submitted in writing, setting out the reasons thereof, to reach the Head of Engineering and Transport, The Quays, Baglan Energy Park SA11 2GG by 30th January 2023.

Schedule 1 - Revocation

To revoke any speed limit orders in so far as it relates to the length of road set out in Schedule 2 of this Order

Schedule 2 - Proposed 30mph Speed Limit

2.1 A48 Heilbronn Way, Port Talbot

  • From a point approximately 15 metres north west of its junction with Station Road for a distance of approximately 460 metres in a north westerly direction.

2.2 A48 Heilbronn Way, Port Talbot

  • From its junction with Heilbronn Way Roundabout to its junction with Pentyla Roundabout a distance of approximately 310 metres in a northerly then north easterly direction.

2.3 A48 Heilbronn Way, Port Talbot

  • From its junction with Pentyla Roundabout to its junction with Heilbronn Way Tesco Roundabout a distance of approximately 215 metres in an easterly direction.

2.4 Bus Station Access Road, Port Talbot

  • From its junction with Heilbronn Way Roundabout for a distance of approximately 150 metres in a north east, north west then south westerly direction.

2.5 Heilbronn Way Roundabout, Port Talbot

  • Will be subject to a 30mph speed limit a distance of approximately 200 metres.

2.6 Pentyla Roundabout, Port Talbot

  • Will be subject to a 30mph speed limit a distance of approximately 175 metres.

2.7 Cwmavon Road, Port Talbot

  • From its junction with Heilbronn Way for a distance of approximately 30 metres in a north easterly direction.

2.8 Multi Storey Car Park Access Road, Port Talbot

  • From its junction with Pentyla Roundabout for a distance of approximately 50 metres in a north westerly then westerly direction.

2.9 Multi Storey Car Park Access Road, Port Talbot

  • From its junction with Heilbronn Way for a distance of approximately 20 metres in a north westerly direction.

2.10 Pentyla Baglan Road, Port Talbot

  • From its junction with Pentyla Roundabout for a distance of approximately 170 metres in a north westerly direction.

2.11 Water Street, Port Talbot

  • From its junction with Heilbronn Way Roundabout for a distance of approximately 26 metres in a south westerly direction.

2.12 Afan Way, Port Talbot

  • From a point approximately 81 metres south west of its junction with Green Park Street for a distance of approximately 55 metres in a south westerly direction.

2.13 Afan Way, Port Talbot

  • From a point approximately 183 metres north west of its junction with Victoria Road for a distance of approximately 523 metres in a south easterly direction.

2.14 Victoria Road, Port Talbot

  • From its junction with Afan Way for a distance of approximately 62 metres in a north easterly direction.

2.15 Victoria Road, Port Talbot

  • From its junction with Afan Way for a distance of approximately 44 metres in a south westerly direction.

2.16 Riverside Road, Port Talbot

  • From its junction with Afan Way Roundabout for a distance of approximately 17 metres in a south westerly direction.

2.17 Afan Way Roundabout, Port Talbot

  • Will be subject to a 30mph speed limit a distance of approximately 287 metres.

2.18 Harbour Way, Port Talbot

  • From its junction with Afan Way Roundabout for a distance of approximately 405 metres in as east then south easterly direction.

2.19 Harbour Way, Port Talbot

  • From its junction with Harbour Way Roundabout for a distance of approximately 23 metres in a south easterly direction.

2.20 Harbour Way Roundabout, Port Talbot

  • Will be subject to a 30mph speed limit for a distance of approximately 190 metres.

2.21 North Bank Way, Port Talbot

  • From its junction with Harbour Way Roundabout for a distance of approximately 21 metres in a south westerly direction.

2.22 Harbourside Road, Port Talbot

  • From its junction with Harbour Way Roundabout for a distance of approximately 208 metres in a north easterly direction.

2.23 Harbourside Road, Port Talbot

  • From its junction with Harbourside Roundabout for a distance of a approximately 20 metres in a south easterly direction.

2.24 Harbourside Road, Port Talbot

  • From its junction with Harbourside Roundabout for a distance of approximately 275 metres in a north westerly direction.

2.25 Harbourside Roundabout, Port Talbot

  • Will be subject to a 30mph speed limit for a distance of approximately 191 metres.

The Neath Port Talbot County Borough Council in exercise of its powers under Section 84 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as the Act of 1984) and of all other powers it enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby makes the following  order:-

  1. This Order shall come into operation on the day of 2023 and may be cited as the “Neath Port Talbot County Borough Council (Various Streets Port Talbot) (Revocation) (30mph Speed Limit) Order 2023.
  2. (i) Except where otherwise stated, any reference in this Order to a numbered article or schedule is a reference to the article or schedule bearing that number in this Order.
    (ii) The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.
  3. The provisions of all existing Speed Limit Orders made under the Road Traffic Regulation Act 1984 (or under any enactment which preceded that Act) are hereby revoked in so far as they relate to the length of road specified in the Schedule of this Order.
  4. No person shall cause or permit any vehicle to be driven at a speed in excess of 30 miles per hour on the length of road specified in the Schedule of this Order.
