Making a difference
The UK Shared Prosperity Fund (UKSPF) was a central pillar of the UK Government’s Levelling Up agenda. The fund provided £2.6 billion of funding for local investment to be used by March 2025. All UK areas received an allocation via a funding formula rather than a competition.
Neath Port Talbot's funding allocation was £29 million over 3 years, from April 2022 to March 2025. The Fund was a mix of revenue and capital funding and was ‘unlocked’ via a Regional Investment Plan. The Investment Plan was approved by the UK Government in December 2022.
In addition to this core UKSPF funding, a further £3.9m was awarded specific to ‘Multiply’ which was focused on adult numeracy.
From 2022 to 2025, UKSPF played a key role in driving positive change across our county borough, supporting a wide range of local initiatives and outcomes.
UKSPF funding was awarded to spend on eligible projects under the priorities of:
- Supporting Local Business
- Communities and Place
- People and Skills
Supporting local business
The Supporting Local Business UKSPF priority focused on helping businesses thrive, to drive local economic growth and job creation.
The following outputs and outcomes were achieved:
- 998 Enterprises receiving non-financial support
- 277 Enterprises receiving grants
- 637 Potential entrepreneurs supported
- 45 New businesses created
- 325 Jobs created
- 559 Jobs safeguarded

Communities and place
The Communities and Place priority of the UK Shared Prosperity Fund (UKSPF) focused on improving the places people live in and fostering pride in local communities.
The following outputs and outcomes were achieved:
- 59 units Low / zero carbon infrastructure installed
- 336m² Public realm improvement (m²)
- 100m² New or improved cycleways / paths (m²)
- 2,050m² Land rehabilitated (m²)
- 45 Feasibility studies supported
- 1,080m² Green / blue space created/improved (m²)
- 28 Commercial buildings developed / improved
- 91 Community facilities supported or created
- 753 Volunteering opportunities supported
- 41 Community-led arts, culture or heritage programmes
- 1,198 Community events or activities supported

People and skills
The People and Skills priority focused on supporting individuals in overcoming barriers to employment and improving their skills to progress in life and work.
The following outputs and outcomes were achieved:
- 2,463 Economically inactive or socially excluded people supported
- 2,221 People gaining qualifications and licences
- 3349 People attending training courses or supported to participate in education
- 361 People supported into employment
- 2,955 People supported to develop life & basic skills
Multiply numeracy programme
The aim of the Multiply programme was to improve numeracy skills. 1,020 people achieved a maths qualification.
