Independent assessment recognises Neath Port Talbot Council's commitment to communities

An independent assessment has found that Neath Port Talbot Council is meeting all three of its statutory performance duties, recognising the dedication of its workforce and the steps being taken to secure the county borough's future.

 The findings are contained within the Council's response to its latest Panel Performance Assessment (PPA), which has now been published.

The assessment, which was carried out by an independent panel in May 2026, concluded that Neath Port Talbot Council is exercising its functions effectively, using its resources appropriately and has effective governance arrangements in place.

The panel highlighted the ‘strong sense of pride, loyalty and commitment’ shown by staff and elected members across the organisation and recognised their ‘dedication to serving the communities of Neath Port Talbot’. It also acknowledged the significant work undertaken by the Council to position Neath Port Talbot to benefit from major future economic opportunities, and creating the potential for long-term economic growth.

The assessment was carried out under the Local Government and Elections (Wales) Act 2021, which requires councils to arrange for an independent review of their performance once during each electoral cycle.

The panel also recognised that the Council continues to face a number of long-term challenges, including financial sustainability, organisational capacity and delivering transformational change in a challenging local government environment.

In response to the findings, the Council has set out a programme of actions to address the recommendations identified by the panel and support further improvement across the organisation.

Councillor Alun Llewelyn, Deputy Leader of Neath Port Talbot Council, said:

We are committed to building on the many strengths identified by the panel and have already developed a clear programme of actions to address the recommendations and support continuous improvement."
