Council welcomes Celtic Freeport investment in Port Talbot
19 October 2026
Neath Port Talbot Council has welcomed approval of £4.2 million in Celtic Freeport seed capital funding towards its £8.4 million scheme to remediate a large brownfield site and deliver six business units at Waterside Innovation Park, Harbourside, Port Talbot as an initial phase of a longer term vision.
The announcement also includes £5 million for an Associated British Ports (ABP) scheme at Talbot Wharf, Port Talbot, which will unlock 9.1 hectares for the floating offshore wind supply chain.
Cllr Jeremy Hurley, Cabinet Member for Climate Change & Economic Growth, said:
“This is welcome news for Port Talbot, with significant investment supporting two important developments in the area.
“Our scheme at Waterside Innovation Park will provide new business premises to help attract investment and provide space for businesses to grow.
“The Celtic Freeport has an important role to play in our area’s future, helping to create skilled jobs and opening up supply chain opportunities for local businesses, particularly in growing industries such as floating offshore wind.
“Our priority is to ensure these opportunities translate into lasting benefits for our residents and businesses.”
The projects are among four sharing £18.4 million in approved seed capital funding across Neath Port Talbot and Pembrokeshire.
Alongside the two Port Talbot projects, the package includes £7.2 million for Criterion Quay at Pembroke Port and £2 million for Ledwood’s quayside upgrade in Pembroke Dock. The projects will support infrastructure and supply chain activity for floating offshore wind.
The funding is provided by the UK Government through the Freeport Programme in Wales. Awards remain subject to agreement of grant conditions and completion of the necessary funding arrangements.
