Independent Western Bay Drugs Commission
The Western Bay Drugs Commission is an independent panel established by the Western Bay Area Planning Board (APB). It aimed to investigate and respond to the persistently high rates of drug-related deaths and harms in Swansea and Neath Port Talbot. The Commission included:
- experts
- professionals
- individuals with lived and living experience of substance use
The Commission was tasked with:
- exploring the nature, extent, and impact of substance use in the region
- investigating drug-related harms and deaths
- considering the cultural, economic, familial, psychological, and social determinants of problematic substance use

Over 18 months, the Commission:
