Skewen Flood Alleviation Scheme
Overview
The Skewen Flood Alleviation Scheme is at Full Business Case and detailed design stage. Neath Port Talbot County Borough Council (NPTCBC) is working with engineering consultancy AtkinsRéalis to design a flood alleviation scheme aimed at reducing flood risk for the residents of Skewen, Neath.
The detailed design phase has involved extensive analysis, including surveys and catchment wide investigation work. A preferred design option has now been identified and is being developed in preparation for the construction stage.
The proposed works aim to provide additional capacity in the watercourse system to alleviate flooding of properties throughout Skewen. The implementation of an improved culvert system would reduce the frequency and severity of flooding in the area.
The scheme proposes a new larger capacity culvert in the highway and beneath existing railway lines. The new culvert will re-connect to the existing watercourse further downstream via an overflow culvert, which discharges into the Tennant Canal and then into the River Clydach via a proposed new overflow weir.

We are keen for you to review and provide feedback by completing our consultation questionnaire during the statutory pre-application period that will run from Monday, 17th November 2025, and will close on 15th December 2025.
Following a review of all comments received during this consultation period, we’re aiming to submit a formal planning application early next year.
The scheme’s progression to the construction phase relies on funding becoming available from both Neath Port Talbot County Borough Council and the Welsh Government. We cannot provide definitive timescales or assurances that the scheme will proceed until further clarity is obtained regarding government funding.
