Current flood risks

  • Caenant Terrace intake screen has blocked in the past, causing overtopping and subsequent flooding.
  • Multiple riperian culvert owners with various lengths in poor conditions.
  • One-way access lane from Caenant Terrace onto New Road becomes inaccessible and poses a safety hazard when floods occur.
  • Major downstream flooding on New Road and Brook Street as well as the backs of houses along New Road.
  • Cwrt-Clwydi-Gwyn Care Home is at flood risk from the open channel that flows parallel to Drummau Road.
  • Old Road is regularly flooding, due to a low spot and drainage interaction between the Brook and DCWW sewers.

Proposed works

The construction works are likely to start autumn 2027 until spring 2029.

Duration is likely to be approximately eighteen (18) months.

Current stage

Detail design stage. Once finalised, consultation with the public, planning authority and Network Rail can begin. 

The project is designed to handle flooding, up to and including the 1% AEP. 

All structural assessments including ground investigations and surveys are complete. 

Benefits

  • Reduce the risk of surface water flooding for 111 properties in Skewen from multiple watercourses and surface water runoff.
  • Limit damage and disruption to the A4230 New Road.
  • Provide additional protection to the Cwrt-Clwydi-Gwyn Care Home.

Likely disruptions

  • One-way access lane at Caenant Terrace will be closed for the duration of construction works. Residents of Caenant Terrace are advised to enter/exit via Picton Road during this period.
  • Increased construction traffic along the A4230 New Road.
  • Single-lane closure at the bottom of Drummau Road for the duration of the open channel works.
  • Single-lane closure at Old Road.
  • Single-lane closure at Monastery Road.
  • Temporary closure of tow-path along canal.

Funding

Welsh Government and NPTCBC are funding this project.

The current investment value of this scheme is in the region of £17.5m.
