Stage One: Make an informal challenge

Use this stage only if the PCN was:

• placed on your windscreen
• handed to you by a Civil Enforcement Officer

Deadline

You must challenge within 28 days of the PCN being issued. If you challenge within 14 days, you can still pay the discounted rate if your challenge is rejected.

How to appeal

Send an informal challenge online or in writing. Explain clearly why you believe the PCN is incorrect and include evidence.

What happens next

We will write to you to confirm if your challenge is accepted or rejected.

• If accepted your PCN is cancelled. You do not need to pay.
• If rejected you must pay the PCN or move to the next stage.

If the PCN is not paid after rejection, we will send a Notice to Owner to the registered keeper.
