Stage Two: Make a formal representation

You can make formal representations if:

  • you received a Notice to Owner
  • your PCN was issued by post (for example, through CCTV)

Deadline

You must submit formal representations within 28 days of the Notice being served.

Postal PCNs will tell you if a discount applies (usually 14 or 21 days).

How to appeal

Send your representations:

  • online using the details on the Notice to Owner
  • by post or email (address provided on the notice)

Your notice will list the legal grounds you can use.

Attach any evidence that supports your case.

What happens next

We will confirm in writing whether your representations are accepted or rejected.

  • If accepted your PCN is cancelled.
  • If rejected you can pay the charge or appeal to the independent adjudicator.
