Parking enforcement
Overview
In Neath Port Talbot, the Council handles most parking restrictions. We enforce them under civil parking laws.
This means that everyday parking issues are dealt with by the Council rather than the police.
The police deal with parking crimes, especially when safety is at risk.
Council responsibilities
The Council can enforce parking rules when there is a valid Traffic Regulation Order and the signs or road markings are correct.
This includes:
- parking on single or double yellow lines
- permit and resident parking bays
- pay and display and limited waiting bays
- disabled bays (on street)
- dropped kerbs
- school keep clear (zigzag) markings
- pedestrian crossing restrictions
- other civil traffic restrictions where applicable
Civil Enforcement Officers carry out enforcement. They can issue a Penalty Charge Notice when they see a contravention.
Police responsibilities
The police handle parking crimes, especially when they put people in danger or block the road. This includes:
- dangerous parking
- obstruction of the highway
- blocking emergency access
- vehicles causing an immediate hazard
Use of public photos and videos
A Civil Enforcement Officer must see a parking contravention as it happens.
The Council cannot issue Penalty Charge Notices from photos or video sent in by the public.
Report a parking issue
We cannot deal with:
- Dangerous parking
- Serious obstruction
- Emergency access blocked
We deal with everyday parking issues like:
- Yellow lines / permit bays
- Pay & display / overstaying
- Disabled bays (on street)
- Dropped kerbs
- School zigzags (keep clear)
- Pedestrian crossings
