Principles and Policy for Neath Port Talbot Parking Services

The following principles are currently the basis of the Council’s parking policies:

Parking Policy

Support Sustainable Development

  • Improve road safety
  • Reduce traffic and congestion
  • Encourage off-street parking in town centres
  • Enhance town centres
  • Support the vitality of town centres
  • Use appropriate on and off-street parking controls.

Selective Parking Controls

  • Be applied to address specific conflicts.
  • Avoid unnecessary use

Transparency

  • Include all relevant costs and income
  • Be transparent

Equality and Disability

  • Parking policies should consider equality and disability issues

Proposed Parking Policy Statements

Short-Stay Parking

  • Convenient short-stay parking in town centres
  • Support for the local economy

Long-Stay Parking

Use less convenient locations or periphery areas for long-stay parking

Resident Parking

  • Park close to their homes
  • Use residents' parking schemes and controlled parking zones

Parking Charges

  • Use parking charges in high-demand areas to manage parking use

Disabled Access

  • Ensure suitable provision for disabled access

Residents and Permit Parking Policy

Permit Requirements

  • Own and drive a vehicle
  • Protect local residents' ability to:
    • park close to their homes
    • use residents' parking schemes and controlled parking zones
  • Documents must match the name and address on the application form

Application Process

  • Send copies of documents if applying by post
  • A permit is only valid for the issued vehicle
  • Be returned when renewing or changing vehicles

Lost or Destroyed Permits

  • A £5 charge applies for a duplicate permit

Permit Limits

  • Charge of £25 for all parking permits
  • No more than 2 temporary permits while awaiting vehicle registration documents

Vehicle Restrictions

  • Commercial vehicles, caravanettes, and mobile homes should:
    • not exceed 3.5 tonnes
    • not exceed 4.38 metres in length

Visitor Permits

  • Need a valid resident permit
  • Must be endorsed by a General Practitioner
  • Holiday visitor permits are issued for a period of 2 weeks

Annual Reports and Guidance

  • Neath Port Talbot County Borough Council provides policy guidance on Civil Parking Enforcement

  • the council is part of the PATROL Adjudication Joint Committee

  • guidance is available for disabled parking at civic centres in Neath and Port Talbot
