The programme was approved by Council to provide high-quality public services through prudent financial planning and targeted capital investment. It provides the framework through which Neath Port Talbot will maintain and improve buildings, support major regeneration projects, and ensure that essential assets remain fit for purpose. 

For communities across Neath Port Talbot, the major investment initiatives include:

• Employment & Business Start Up Space – additional workshops being constructed at Sandfields Business Centre 
• Homes as Power Stations - The Homes as Power Stations (HAPS) project is a pioneering initiative under the Swansea Bay City Deal, led by Neath Port Talbot County Borough Council in partnership with Swansea, Carmarthenshire, and Pembrokeshire councils. Its goal is to integrate energy-efficient design and renewable technologies into both new builds and retrofitted homes, reducing reliance on fossil fuels, cutting carbon emissions, and tackling fuel poverty across the region.
• Levelling Up Fund – continue to deliver the infrastructure schemes under the funding including:
  • Vale of Neath Heritage Corridor Project - investment in visitor infrastructure at Waterfall Country in Pontneddfechan. The projects include investment in visitor infrastructure (such as car parking, EV charging, public toilets etc.), new visitor accommodation, public realm improvements and the safeguarding and interpretation of heritage assets
  • Port Talbot Town Centre Regeneration programme – refurbishment of the Princess Royal Theatre, development of Port Talbot Civic Square and introducing green infrastructure and improving the street furniture
  • Newbridge Road Project – this project will restore and reopen the historic Newbridge Road Bridge in Aberavon. The scheme not only involves the restoration of the Grade II listed bridge, it will also see a shared pedestrian and cycle track built into the bridge’s carriageway and there will also be upgrades to Newbridge Road and Riverside Road.
• Schools investment - The programme includes investment of £28.634m in a new sustainable school in YGG Rhosafan. Also included is £0.665m investment in preconstruction works at Llangatwg Comprehensive with planning permission having recently been granted. In addition, there is £0.671m investment for pre-construction works for an extension to the existing Ysgol Maes Y Coed Special School to accommodate an additional 40 pupils.
   

Our updated capital programme for 2025/26 stands at £88.760m, reflecting successful bids for external funding and the Council’s strong track record in securing investment for local regeneration and infrastructure. 

The Council remains committed to delivering projects that strengthen our communities and improve the quality of life for residents across Neath Port Talbot.
