Appeal a parking fine

Use this guide if you think your Penalty Charge Notice (PCN) was issued in error and you want to challenge it.

You can challenge a PCN in three stages:

1. Make an informal challenge
2. Make formal representations
3. Appeal to the Traffic Penalty Tribunal

Each stage depends on the type of PCN you received and whether it has been paid.

Before you start

You will need:

• your PCN number
• your vehicle registration
• any evidence that supports your challenge (for example: photos, receipts, witness statements)

You must send all challenges in writing or online.
