Apply for Celtic Freeport business rates relief

If your business is in a designated Celtic Freeport Tax Site, you could get up to 100% business rates relief.

The relief can last for up to 5 years.

Applications must be submitted by 31 March 2034.

Eligibility criteria

To qualify for Freeport Rates Relief, you must show how your business supports the aims of the Celtic Freeport.

The Celtic Freeport aims to:

  • support public and private investment that helps deliver Tax Sites and Customs Sites
  • support a fair transition to net zero
  • promote regeneration and create high-quality jobs
  • establish the Celtic Freeport as a hub for trade and investment
  • encourage innovation
  • support projects that:
    • develop skills
    • attract investment
    • support regeneration
    • help meet net zero goals across the Celtic Freeport area

Property criteria

New buildings or newly occupied properties
  • Properties occupied for the first time within the Tax Site
  • Applies to both new and existing businesses, where expansion has occurred
Expansion into new or unused space
  • Building extensions
  • Occupying previously unused parts of a building
  • Improvements that bring unused space into use (e.g. mezzanines)
Properties that do not qualify
  • Refurbishment of space already in use
  • Expansion into space already occupied
  • Developments completed before Freeport designation
  • Move from another location in the Freeport area without creating new jobs, extra floorspace or economic benefits

Subsidy control

Freeport business rates relief is subject to subsidy control rules.

Before receiving relief, you must make sure your business meets these requirements. You must continue to meet them after relief has been awarded.
