Decarbonisation Delivery Plan 2025-2030
Overview
We have a long-standing commitment to reducing our carbon emissions, driven by:
- Welsh Government legislation and policy
- Government net zero carbon emission targets to reduce greenhouse gas emissions
- improving energy sustainability and resilience of essential infrastructure and services
- the desire to provide the best services and a high quality of life for residents and future generations
Decarbonisation Delivery Plan
We have already made significant progress in advancing our decarbonisation agenda. This includes the:
- introduction of our Decarbonisation and Renewable Energy (DARE) Strategy 2020
- declaration of a Climate Emergency in 2022
This Decarbonisation Delivery Plan (2025–2030) sets out how we will continue this work across our operations. It outlines an approach to reducing carbon emissions that:
- improves energy efficiency and decarbonises council buildings to reduce greenhouse gas emissions
- decarbonises transport through electric vehicles, active travel and fleet transition
- increases the use of renewable energy
- reduces waste, increases recycling and improves circular economy initiatives
- helps businesses, communities and regional partners support a net zero energy system and wider decarbonisation
- embeds sustainability and decarbonisation into procurement and service delivery
- protects the environment for well-being of future generations
Supporting strategies and plans
This plan is supported by a range of key strategies and action plans, including:
- Corporate Asset Management Plan
- Zero Emissions Fleet Transition Plan
- Biodiversity Duty Plan
- Procurement Strategy
- Local Area Energy Plan
It is also aligned with our corporate priority programme, ‘Responding to the Climate & Nature Emergency’. This ensures a joined-up and organisation-wide approach.
We know it will be expensive and technically difficult to decarbonise some parts of our work. Our plan aims to achieve a coordinated, holistic approach towards developing the solutions needed to reach net zero.
We believe that working with partners, staff, residents, businesses and other stakeholders is essential to the successful delivery of the plan. This will enable us to:
- maximise resources
- share expertise
- secure funding opportunities
- deliver coordinated, shared outcomes

Decarbonisation projects
Decarbonisation projects have been part of our ongoing operations for many years. Some notable recent activities include the:
- Bay Technology Centre, an energy-positive building opened in June 2023
- introduction of electric vehicles and supporting charging infrastructure
- installation of roof-mounted solar photovoltaic (PV) panels across council assets
