Privacy Notice - Economic Inactivity Trailblazer Pilot

Purpose of the Economic Inactivity Trailblazers

The programme uses a multi agency approach to trial new ways of engaging economically inactive adults.

Economic Inactivity Trailblazers will focus on people who:

  • have health conditions
  • are disabled
  • have caring responsibilities

The programme will build strong partnerships with community organisations and local bodies such as Local Health Boards, GPs, Jobcentre Plus, social care, community health services and the third sector. It will also focus on employer engagement and reducing barriers to support or work.

Lawful basis for processing

The Welsh Government and DWP are joint Data Controllers for the purposes and means of processing personal data you have provided in relation to the Economic Inactivity Trailblazer Pilot. The information will be processed as part of our public task and the official authority vested in us to undertake the core role and functions of the Welsh Government.

What personal data we will collect and process

Personal data is defined under UK GDPR as information relating to an identifiable person.

Data collected for the pilot is listed in Annex 2.

How your information will be used

The Welsh Government will use your data for:

  • funding, planning, policy development, monitoring programme outcomes and evaluation
  • administration, verification and audit
  • producing anonymised statistics which may be published by the Welsh Government
  • sharing good news stories to promote the programme. Your information will remain anonymous unless you give consent.

Who will have access to your personal data

Your data may be accessed by: 

  • the Welsh Government for the reasons above
  • a Welsh Government appointed evaluation company assessing how the economic inactivity trailblazer has supported you (participation is voluntary)
  • the Department for Work and Pensions (DWP) for funding, monitoring, administration, verification, statistics and audit purposes
  • a DWP appointed evaluation company to undertake an evaluation of the wider Get Britain Working Trailblazer UK Programme (participation is voluntary)
  • support service teams and system technical administrators (administrators will not use your details in any way)
  • fraud prevention agencies for fraud prevention and money laundering checks

Special Category Data

Under Article 9(2)(a) of the UK GDPR, Welsh Government and (DWP) will process special category data only with your explicit consent. 

Welsh Government will be sharing this data with their evaluation company to assess how the Economic Inactivity Trailblazer has supported you (participation is voluntary).

DWP and their evaluation company to undertake an evaluation of the wider Get Britain Working Economic Inactivity Trailblazer UK Programme. Your participation is voluntary.

This will include:

  • long-term physical or mental health conditions or impairments
  • disability
  • gender
  • ethnicity 
  • Additional Learning Needs 

How will Welsh Government keep my data safe?

Your information is stored on secure UK based servers in restricted folders accessible only to relevant staff.

Suspected data breaches will be managed under Welsh Government procedures and reported to you and regulators where legally required.

How long will the Welsh Government keep my information?

Your personal data will be retained on Welsh Government secure IT systems in line with the Welsh Government retention policy after which time it will be securely destroyed. We may delete the information sooner if it is no longer being used.

Your rights

Under data protection legislation, you have the right:

  • to be informed of the personal data Welsh Government holds about you and to access it
  • to require us to rectify inaccuracies in that data
  • to (in certain circumstances) object to or restrict processing
  • for (in certain circumstances) your data to be ‘erased’
  • to (in certain circumstances) data portability
  • to lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection

Annex 2

For this Economic Inactivity Trailblazer pilot, we will be collecting the following personal data:

  • National Insurance Number
  • full name
  • address including postcode
  • contact information (contact number and email address)
  • date of birth
  • gender/sex
  • ethnicity
  • physical or mental health vonditions/impairments including Additional Learning Needs
  • whether participants are referred to/engage with mental and physical health/wellbeing support, keyworker/welfare rights systems, community groups, support with life skills

Being on the Economic Inactivity Trailblazer pilot, we will also capture:

  • employment, education/training status
  • work relevant certificates/qualifications and job searching
  • barriers to education/employment
  • entering education/training on leaving the programme
  • work experience, paid wok opportunities and volunteering
  • entering employment including self-employment, 0-hour contracts and employment under 16 hours a week
  • if entered employment, which sector and salary scale
  • referrals to other provision
  • in-work barriers fund is allocated for those entering employment
