Preferred Strategy for the Replacement Local Development Plan
The Council is currently consulting on its Pre-Deposit (Preferred Strategy) for the Replacement Local Development Plan (RLDP) for the period 2023-2038. The RLDP will allocate land for homes and employment, protect the unique environment of NPT and contain policies to provide the basis for decisions on planning applications.
The Plan will also assist in bringing together the Council’s Corporate Plan and Well-being Plan, alongside other Council Strategies.
This is the first statutory consultation stage of the RLDP preparation. Details of which are set out in the following notice.

- the key issues, vision and objectives for the RLDP
- the preferred level of growth and a broad spatial distribution of this growth
- the Strategic policy framework
- the key housing and employment sites

Engagement events
We will be holding the following engagement events:
- Online / Virtual - Tuesday 21st January 2025 – presentation and discussion between 10am to 12pm (midday)
- Pontardawe Library - Wednesday 22nd January 2025 between 10am to 1pm
- Neath Civic Centre – Wednesday 22nd January 2025 between 3pm to 6pm
- Port Talbot Library – Thursday 23rd January 2025 between 9.30am to 12.30pm
- Glynneath Library – Thursday 23rd January 2025 between 2.30pm to 5.30pm

For the other events being held at the libraries and Neath Civic Centre, there is no need to pre-book. Just turn up during these times and someone from the team will be able to help.

Submitting comments to us
Any comments received after this deadline will not be considered.
You can comment on the Preferred Strategy directly through our LDP Consultation Portal.
Comment forms for the Integrated Sustainability Appraisal (ISA), Habitats Regulations Assessment (HRA) and Candidate Sites Register are available on their individual webpages.
